While primarily a residential neighborhood, Otter Lake does have some high-end shops that cater to the wealthy residents. One such shop is the God's Hands, a luxurious spa and massage parlor located in the northern part of the neighborhood, near its border with Whitegarden. The God's Hands is owned and run by Susemmi Srra, a tsastra dile who originally lived in Willow Park and commuted to her establishment but has since made enough to purchase her own home in Otter Lake. Her employees still live outside the neighborhood, but much of the work in her spa is done not by paid workers, but by summoned creatures of obscure varieties.

Nowadays Srra herself rarely performs any massages or otherwise tends personally to the guests of her spa, though she certainly did so in the early days. She still spends much of her time in the spa, but now plays a supervisory rôle, overseeing the goings-on there and giving advice or instructions when needed. When not at work, she enjoys sailing her boat around the lake or up and down the river, or throwing lavish dinner parties service strange and exotic foods that she fully expects many of her guests to dislike, deriving amusement from their reactions.

Srra appears like a tall, medium brown tsastra with red-painted nails, her dile nature apparent mostly in the unnatural shininess of her skin and in the long tentacles replacing the middle fingers of each of her hands. She has a broad snout and sharp ears that are always in motion. She speaks softly in a somewhat sticky-sounding voice, often extending the final consonants of words and making hmming noises when something catches her interest. Srra usually dresses in red robes, drawing herself up on most of her legs to assume a superficially humanoid form as is common with tsastras.
