In principle, the Customs Office in Newbridge monitors everything coming in or going out of the city over Chanter Bridge. In practice, of course, things do slip by them, but they do their best. The wide variety of items they have to pay attention to and know about means the Customs Office has to employ people of many different specialties and fields of knowledge... including magic. Ngaka Dolon is the Assistant Manager of Magic, the primary official in charge of trying to make sure harmful magical objects aren't brought across the bridge... the best she can. She heads a department including many employees with narrower specialties, but ultimately anything enchanted brought across the bridge is her responsibility. It's a stressful job, with a certain failure rate inevitable—some cursed objects are brought into the city despite the efforts of Dolon and her department—but she does her best.

In her spare time, Dolon enjoys reading about the history of magic, and has a collection of very old (but not particularly powerful) telesmata. She also enjoys the theater, and is a frequent patron of the local theaters, being especially fond of musicals. With her knowledge of magic and her influential position, Dolon has been approached by some of the covins, and has chosen to affiliate with the Broken Shield, admiring their commitment to justice and honor... though she's since become somewhat disenchanted with the covin, realizing that they don't in practice live up to the ideals they preach, and has been looking for a way to safely sever her connection with them.

Ngaka Dolon is a small, ropy woman with very dark skin and close-cut black hair. She has a round face with a broad nose, thin lips, and several dark lentigines on her left cheek. Dolon speaks in a throaty voice, frequently pausing to sigh. On the job, she wears her gray official uniform; off the job she favors long short-sleeved tunics and soft slippers.
