Midway Station and the multiple tracks and highways that converge there are vital to the transportationinfrastructure of Lüm]—which means they're an attractive target for sabotage by enemies of Djarvin or just general malcontent troublemakers. The PCs could be called upon to stop a sabotage plans for which have been discovered, or to clean up after a successful one... or of course if the PCs themselves are enemies of Djarvin or malcontent troublemakers, they may carry out a sabotage attempt themselves.
Example: A number of gharns, huge otherplanar creatures often used in warfare, are summoned onto the train tracks near Midway Station. The PCs have to find a way to remove the gharns before the trains arrive and crash into them... and also figure out who summoned them there, and stop them before they try something else.
The ghostways work through crepatures connecting the area to other planes, and while most of the time they work as they're supposed to, sometimes things go wrong. It's rare, but it can happen that the crepatures leave a way open for otherplanar creatures to pass through them and cause trouble, or sometimes the crepatures can expand into full planar superpositions, with all the consequences entailed by another plane being overlaid on the city. This can happen anywhere the ghostways run, but is particularly frequent—or at least less infrequent than elsewhere—in the City Center where the ghostways and hence the crepatures are particularly dense.
Example: One of the ghostways has experienced a glitch, and a part of the City Center has become superimposed with the crystalline plane of Iyawa. Buildings in the area are encased in crystal; strange crystalline creatures roam the streets; and weird magical phenomena are everywhere. Unfortunately, the planar superposition is caught on something in Iyawa itself, and the PCs will have to travel through the crepature into Iyaka to find a way to dislodge it... and then find a way back once the planes are no longer overlaid.
The governmentoffices in the City Center can themselves be a source of adventure, particularly for more socially oriented characters. It could easily happen that the PCs need some license, information, or favor from one of the government departments headquartered there, and while this could just be a matter of filling in some paperwork, it could also involve skillful social maneuvering, navigating byzantine office politics, or performing unusual services to get what they want...
Example: A new power company, Shockflare Solutions, has been rising in wealth and market share in Lüm, but this seems to be in large part because it's been granted unusual favors and leniency by the Lüm Department of Energy, which is headquartered in City Center. The PCs might be asked to investigate by interested parties who suspect something sinister may be going on, or they may come to such suspicions on their own; in any case, wizards on the payroll of Shockflare Solutions have several key personnel in the department under a form of mind control, though it may take a lot of legwork to figure this out. Making the matter particularly urgent is that the methods Shockflare Solutions uses to generate energy are unsustainable, and likely to lead to disaster if they're not stopped.
While the Lüm Department of Transportation keeps a careful eye on Midway Station and the main roads running through the City Center, neither it nor the city guard pays nearly as much attention to the residential areas not near the transportation network. This lack of scrutiny can make these areas a breeding ground for crime, cults, and other unsavory elements that, unchecked, may grow into serious problems. The majority of the impoverished inhabitants of the City Center are, of course, just law-abiding unfortunates doing their best to try and get by, but the few who aren't can be a problem for everyone.
Example: Residents of the southern part of the City Center are mysteriously dying at unusual rates—certainly the life expectancy of the poor is generally lower, but some of the dead show unusual discoloration or other odd symptoms. While the cost in the lives of the City Center inhabitants is bad enough, this potentially goes beyond that— a small group of conspirators has been testing different novel poisons on the locals with the intent, once they find one potent but subtle enough, of translocating it to the mayor's dinner and cutting off the head of the city government... and if they get away with that, they no doubt have a long list of other victims they want to bump off. Hopefully the PCs will put a stop to the plot before it gets that far.
