March 26, 2026: City Center—Key Faction
Given the City Center's status as Lüm's transportation hub, the Lüm Department of Transportation has considerable power and authority here. This is especially true in Midway Station itself, where the Department of Transportation effectively is the main power in control—of course it's still subject to the mayor and the rest of the overall city government, but in practice the city government rarely sees reason to meddle with the Department of Transportation's actions here, and it has free reign to enforce things as it will. Outside Midway Station, the department's authority is less absolute, but still considerable; there are still multiple highways, ghostways, and train tracks running through the neighborhood, after all, and they need maintenance, and the Department of Transportation needs to be able to carry out that maintenance without interference.
To that end, the Department of Transportation has its own security personnel—they are also active in the other train and ghostway stations and elsewhere in the city, but they are especially concentrated here in the City Center. The city guard also patrols the City Center, of course, but here they tend to defer to the Department of Transportation when a question arises. The Department of Transportation does not, of course, have its own independent judiciary branch, but its security personnel can and do remand those they apprehend to the city courts for judgment, and the judges put considerable weight on the testimony of the Department of Transportation personnel.
The director of the Lüm Department of Transportation is a rotund urippu named Amakka Nukakur. Nukakur has grayish skin and an almost perfectly spherical body. She has large eyes with slit pupils and long, feathery purplish fringes to her labra. Nukakur speaks in a whistling voice, emphasizing words and syllables by dramatically dropping their pitch. She usually wears grey trousers and a trifrock.
