Much of the event planning and neighborhood administration in Otter Lake is done by social clubs that the neighborhood's wealthy members belong to. There are four different major social clubs active in the neighborhood, with some overlap in their membership, but the largest and most significant is the Captains' Club, which boasts nearly half the neighborhood's inhabitants among its members.

The Captains' Club meets weekly in the largest hall in the Dockhouse, although attendance at the meeting is not required, and rarely do more than a quarter of the club's members show up... and those that do usually do so more for the socializing after the meeting than for club business itself. The club has a formal structure with a president, secretary, treasurer, and several other offices, elected annually; it is rare for there to be serious competition for these rôles, as Otter Lake's residents are already rich and powerful enough that the additional authority of leadership of a social club has little appeal to most of them.

The current president of the Captains' Club is Quhri Jagaal, a formidable woman who made her fortune in mine ownership. Jagaal is a huge, fat ouphe as wide as she is tall, with tan skin and long, brightly painted fingernails, her fey-tinged nature apparent only in a slight metallic sheen to her skin. She has a large, aquiline nose and curly graying hair held in intricate arrangements by an assortment of jeweled barrettes. Jagaal has a rich, flowing voice and generally speaks in clipped, decisive sentences. She is usually seen in white or light-colored gowns bedecked with pearls and diamonds, and makes heavy use of colorful cosmetics.
