February 5, 2026: Claystone Heights—Key Faction

There is no one body or organization below the municipal level that could be fully said to govern Claystone Heights, but there are several that play parts in its governance. One is the administration of Adventurers' Hall; it is important enough to many of the neighborhood's residence to have considerable influence over the neighborhood's doings. Some of the most renowned and respected of the trainers living in the neighborhood also have much sway. But the closest thing Claystone Heights has to an "official" governing body is the Claystone Council. In conscious imitation of the Heroes' Council that runs Djarvin, the Claystone Council is nominally made up of some of the greatest and accomplished of the neighborhood's adventurous residents. In practice, most of the thirty members of the Claystone Council are middle-of-the-road adventurers; the really accomplished and experienced adventurers are too busy and too tied up with larger matters to be able concern themselves too much with the administration of a single neighborhood, while of course new and inexperienced adventurers will not be nominated to the council.

Just as most of the members of the Heroes' Council are secretly under the sway of one or another of Curcalen's wizardly covins, the members of the Claystone Council are not as independent as they like to think. Few of them have any connections to the covins, which have little interest in such small-scale affairs, but many of them do feel beholden to their old trainers and masters, some of whom arrange for their students or former students to get seats on the council specifically so that they can have local political power through them. Ultimately, dealings and disagreements in the Claystone Council are often less genuine disputes between the council members themselves than they are proxy battles between influential trainers, who then could be said to be the real local powers in Claystone Heights.
