January 30, 2026: Newbridge—Rival Faction

For all their rivalries, the city guard and the Customs Office are not the only organizations keeping order in Newbridge. A banking concern called the Liedvar Consortium also employs its own private police force that patrols the neighborhood. The reason for the Liedvar Consortium's interest in law enforcement is because it owns a significant part of Newbridge. Seeing financial potential in establishing a monopoly on hospitality services in the area, the Consortium bought up a number of formerly independent inns, bars, and restaurants, and sees its private police force as a means of protecting its investment. Of course, the Consortium's private police don't have the same authority as the city guard and the Customs Office, but the Consortium has arranged for them to have some law enforcement abilities, and they like to skirt the very edge of what they can get away with.

Virtually everybody else in the neighborhood is opposed to the Liedvar Consortium's activities. Both the city guard and the Customs Office feel that the Consortium's private police are encroaching upon their own rights and duties, and resent what they see as its arrogation of their privileges. The remaining independent inns and other establishments naturally oppose the Consortium's monopolistic attempts to force them out. The street vendors and many other inhabitants of Newbridge dislike the Consortium's heavy-handed methods and overreach—while the guard and the Customs Office work to deter crime and fraud, the Consortium's police are at least as concerned with keeping up appearances in the neighborhood and will harass vendors and homeowners who don't fit the Consortium's idea of what Newbridge should be like even if they're not doing anything illegal. Under pressure from every side, the Liedvar Consortium has so far stayed firm in its resolve to cement its hold on the neighborhood, but rumor has it they may be considering making alliances with some very unsavory parties to keep their position...

The head of the Liedvar Consortium's private police force is a stocky, strong-jawed woman named Idari Tsume. Idari walks lightly on the balls of her feet as if she expects to have to move quickly at any moment, and constantly flexes her fingers as if anticipating she's about to get into a fight. She usually speaks in terse phrases of a few words at a time, punctuating her sentences with contemptuous grunts. On the job of course Idari wears her navy blue uniform, but even off the job she usually wears very similar slacks and shirts.
