Unless the PCs have expensive tastes or a lot of extra money burning holes in their pockets, they're not likely to go the Glades to make purchases. There are certainly shops in the Village Center, but there's little available there that can't be found much cheaper elsewhere in the city. On the other hand, the wares of the Village Center shops do tend to be of exceptional quality and craftsmanship, and some characters might find them worth the price. (In game terms, items bought at the Village Center might grant equipment bonuses, be of masterwork quality, or the equivalent for the game system you're using.)

If the PCs have reason to visit the Glades, it's more likely going to be to make money than to spend it. Wealthy patrons or employers might want to meet PCs at their residences to discuss jobs, or if the PCs don't have any wealthy patrons or employers but want to, a social gathering in the Glades is a good place to make connections, if they can wrangle an invitation there. On the other hand, less scrupulous characters might make a trip to the Glades to rob the residences there—there are certainly plenty of valuables in the manors in the Glades, but they're generally well guarded.
